I really appreciated the comments on Managing Fatigue and Managing Fueling. Besides fueling too low, are there any reasons that a suppressed heart rate exists (i.e., lack of sleep, lack of water, or inadequate recovery)?
Additional factors will be inadequate recovery and chronic soreness (muscles will be sore to the touch).
With poor sleep quality, that's can be a sign of excessive sympathetic stimulation. For example, if a stressful session is placed late in the day or too many stressful sessions are placed into the week.
Hydration can impact recovery rate but dehydration will normally elevate, rather than suppress heart rate.

When you encounter suppressed HR (especially with a breathless feeling at low powers/paces), I wouldn't worry too much about the exact cause. I would take action on all fronts with a multifaceted approach to get back on track.
